Looks like a fine idea.
Reminiscent of the "Eco-cities and Living Machines" concepts developed
by Nancy and Jack Todd:

However, the vertical farms look expensive to build.
Although I suppose that you could re-use abandoned high rise office
buildings for the same purpose.
And how much energy do they require to operate?
Who carries the manure up the stairs?
